Turns event logging of the vault on or off.

## Remarks
- Requires a vault session and the vault right `manage_events`.
- Turning logging off fails with "This operation is not allowed when the advanced event log
features are enabled." in vaults that use those features.
- Changes only future logging; existing events stay.
