## Remarks

Needs no session; the result is the same for all callers and can be cached. Check a capability
before using the methods or fields it guards.

These are server-level capabilities. After logging in to a vault, prefer
`session_data.server_vault_capabilities`, which also includes vault-specific capabilities (for
example `facet_search`) as they apply to the user.
