Gets whether and how the server is connected to an M-Files Manage subscription.

## Remarks

- Any session can call it; no server right is needed.
- The server asks M-Files Manage for the information, so the call needs network access from the
  server; if M-Files Manage cannot be reached, a server that is not yet joined returns
  `can_join` false.
