Restarts a hot-swappable vault application on all servers of the vault.

Remarks
- Requires the vault right
change_metadata_structure. - Applies to applications with
ExtApplication.hot_swappabletrue. The request is sent to the servers of the vault as a broadcast message; the call returns before the application has restarted.
