Vault API / standard write session idempotent
Asks the vault to replenish the ID ranges that an M-Files cloud service holds for it. Used by M-Files cloud services only.

Remarks
- Returns at once; the vault does the work in the background. Repeated requests are combined, so the call is safe to retry.
- Requires a vault session with full control of the vault, and the session's account must be a technical login account of an M-Files cloud service. Other accounts, including vault administrators, get "Access denied.".
- Fails with "Not implemented." on servers and vaults where the feature is not available.
